New primary school could open in town

A NEW primary school could be built in Uttoxeter as part of a major new development with 700 homes

St. Modwen has revealed the plans for a residential-led, mixed use development on land on between the A50 and Bramshall Road.

It will include up to 700 new homes, 25 acres of employment space, a site for a primary school, a retail centre, recreational facilities and open green space.

St. Modwen is also proposing improved vehicle access by upgrading the existing junction with New Road and providing a link road through the site between New Road and Bramshall Road.

In addition, new pedestrian and cycle links to the town centre will be provided that will run through the adjoining residential area.

The proposed site is agricultural land that has been earmarked for development and is designated in East Staffordshire Borough Council’s Preferred Options document for a mixed use scheme.

Uttoxeter mayor Martin Blencowe said: “The submission to council from St Modwen was interesting and informative and of course all of depends on decisions made at East Satffordshire Borough Council as to the inclusion of that area of land in the Local Plan.

“We all recognise the need for new employment opportunities in Uttoxeter as well as the need to grow the town to encourage better facilities in respect of leisure and retail, if done in a sensitive manner that addresses concerns of existing residents developments will be welcome.

“It is hoped East Staffordshire Borough Council take note of any concerns raised.

“Members of the town council expressed concern regarding traffic issues, there being no direct access to the A50 and the alternative will need to be dealt with in an acceptable manner, also green space allowed for bordered existing countryside and perhaps should form a break between existing and future housing. There is clearly a long way to go with this proposal, any attempt to bring work opportunities is to be encouraged.”

The developers have said existing mature trees and hedgerows scattered through the site will be retained and enhanced.

County Councillor Geoff Morrison said: “I am very pleased to hear the news that the land west of Uttoxeter is to be developed at last. For many years I have walked this area delivering literature etc and it has always struck me as ‘work in progress’ especially when you come to the end of Tunnicliffe Way with a full width road ending in a field hedge and green fields almost begging to be developed.

“Obviously care will have to be taken to ensure that this development doesn’t spoil existing communities. This development will bring real benefits to the Heath ward, particularly with the very important link road mentioned between New Road and Bramshall Road. Hopefully this will enable traffic to be channelled away from Stone Road and Holly Road to travel around the town rather than through it.

“The 700 dwellings mentioned in the development brief will bring approximately 1,500 extra residents which will increase the total population of the Heath from 5,020 to around 6,500. In turn this number of new residents will need extra retail outlets and a community hub to match the population. Perhaps even a new community pub would be a consideration. The development is scheduled to be a mixed use one which will bring a welcome influx of employment opportunities.

“Finally, there is the issue, already raised of extra school places. The likelihood is that the first tranche of residents coming to live in this development will probably be first time buyers and the assumption that there will be a flood of children is unlikely to happen.

“I can understand why the housing schemes have sold so quickly. Uttoxeter is well situated with good road links and close to major employment centres with great schools, lovely green spaces and parks plus sports facilities including a sports and leisure centre. You would be hard pushed to find so much in such a small town.”

Mike Timmins, senior planning surveyor at St. Modwen, said: “The location of the site is ideal for this proposed development. It is close to shops, community amenities and the road network and is also served by several bus routes.

“The proposed development will be a natural extension to the existing urban area, providing much needed new housing and jobs for people in the area, and assist Uttoxeter to fulfil its ambitions for future growth.”

St. Modwen will be refining their proposals over the next few weeks and will be having discussions with various consultees and the local community.
